Rin is pretty close to that already. It's hard to imagine someone more unstable, I'd hate to play through that route.
Well, I think they just don't take extreme cases.
Misha supposedly suffers from mild Down's Syndrome or autism, although I don't remember seeing it in Shizune's arc.
Not only that, but Hanako's mental state isn't exactly what you'd call stable.

Wow... I have to admit I'm at a loss either. However, they did say that any students can go to Yamaku, so whoever took care of her probably believed it was a better idea to go to a school with (don't hate me please) people that had problems like her. She doesn't have any real disability, so it may only have been to help her make friends

There's that and the various problems with the handling and labeling of medications
Maybe japan's physicians are given more freedom to be horribly negligent and give misinformation to their patients but otherwise it's poor writing that could have been solved with a simple fact check or even THINKING about what they were writing
