It could be that they uploaded his mind to a machine, kind of like GLaDoS. It would bring a character back and the fact that it's a computer, they could use that fact to work around the fact that Breen's original voice actor is dead.

Basically, the story goes that in Episode One, when you're working through the Citadel with Alyx, you come across a room that plays a video recording of Breen when he's talking with the Advisor at the end of HL2.
They talk about giving Breen a host body and shipping him over to the Combine's Overworld (at least I assume). After the recording, you see an Advisor make its way up some sort of elevator behind you where it shoots you with some sort of psychic blast and leaves. Some people tend to think that this might be Breen in that "host body."

The only possible way to bring back Breen is, that the combine turned him in one of those advisors, as he said at the end of Half Life 2, that they have way for him to escape from City 17.
When he comes back as a Advisor, his voice needs to be changed, cause the voice actor died last year.

Reveal everything about G-Man? Doubt it, I think they said at some point that Episode 3 is definetly not the last game in HL series and G-Man plays a main role in the game, tying HL1 and 2 together, maybe even 3.
I believe they've said before, Episode 3 will only be the end of Gordon's adventures, not the Half-Life franchise in general.
Although I don't know how they'll come up with a story for a new Half-Life game that doesn't star Gordon as the protagonist. It's like having a Gears of War game without Marcus Fenix.
