The broken timer is not an accurate representation of time.

It could also have just been broken and wasn't sure so it just said the default number.

I wouldn't count in months or years and say such a long number, Valve only said it was a couple of centuries, more or less

It was broken so it was unlikely to say the correct time. It could have just reset to its default number as it was broken. Besides, the number is just there so you know its been a while since Portal 1, instead of there to be used as an acurate scale of time.
I won't argue about it. It was broken and it couldn't tell the time end of story goodnight. wow I read that in Cave Johnson's voice.

Portal 2 takes place 200 years after the events of Half Life 2. This was found out during the first portal 2 arg

Since HL2 is set approx 2 decades (Portal storms, invasion, combine occupation prior to gordons arrival) after the RC which occurs in 200- So 200 years onto that is 2220 up to a latest of 2229. If my math is right.
