The main thing that makes me doubt the shirt, is the orange colour. It seems too bright, but that could just be the lighting.

i think its because we all learned the hard way to not get excited until we get info From Valve not someone who saw someone who "worked at valve"
So why is this interesting, exactly? We know for a fact Valve is working on Episode 3, it's not unheard of that devs that work on xxx wear xxx-game t-shirts.

We've seen several things in Portal 2/Dota 2 files named ep3_****, and several quotes saying they are not done with Half-Life yet, and we have to hang in there with them. This means they are working on it. Nobody knows at what stage of development they are though. At minimum there should be a story written down somewhere. Going off the files from P2/Dota 2, it means an Episode 3 repository exists, which could point to them actually doing (or having done) engine/game work.
I really don't expect to hear anything about EP3 in 2012. It'll propably be just as quiet as the previous years.

Because we've literally heard nothing about this game at all. Valve has been super tight lipped about Ep.3 to the extent of not even confirming it's existence. Seeing a dev wearing this shirt might mean that they're finally ready to talk about it.

They're waiting to figure out how to design it for consoles first.

If they are ready to talk about it let's hope we see something this month, then. I'm not sure if I can live with getting into 2012 whilst still knowing nothing about Episode 3. :(

Because they feel aspects of L4D2, Portal 2, and CS:GO were tweaked specifically with console players in mind that "ruined" the PC experience.

It would be deliciously ironic if this WAS in fact the beginning of the PR for this game, and everyone ignores it because they think it's a fake.
I really don't even care if this comes out anymore or not for the actual game itself but I hope it's out soon due to the fact every day for the past few years Dad has been "YO WHEN THE HELL IS EPISODE 3 COMING OUT"

How do we know it's a dev and not a silly troll? It's rather easy to make shirts like that. And even then, it's going the way of DNF ie: the longer it stays in development the more people come to expect from it to the point where it's unrealistic.
