I don't know about that. The time strikes me as right for a new big non-military game from Valve. Team Fortress 2 isn't going anywhere, and Portal and L4D have already gotten sequels. My money would be on either HL3 or a new IP.

Releasing a picture of a 'fake' looking T-shirt to build hype is exactly the sort of thing Valve would do.
Many people are saying that the shirt is fake because we can't see who is wearing it. That seems more like a reason why it is less likely to be fake. If he had shown who it was and it was someone like Marc Laidlaw or some other recognisable Valve Employee, there would be little doubt - and that would defeat the point of it.
