Here the files for the Christmas event got posted about one/two hours ago, not only revealing to the members all the required achievements, but also a possible HL3/HL2:Ep3 reference.

I think, before anything, we need to try and work out a date these things were added. Was the status thing only added recently or what? What about that translator hint there? Any ideas when that was added?

The translation string is part of the Christmas event file that got uploaded to the server a couple of hours ago. It will become public today or tomorrow (or whenever Valve launches the event).

It's not confirmed, but #promo_holidaysale2011_ach_755_ACH-WRITE_RECOMMENDATION_desc has to be new since it directly references the 2011 sale.
As far as status goes, I think someone would have pointed it out long ago if it was old, don't you think?

Given that it only shows up on pages for fgds from (mostly) single player games, I'd say it has none unless raid mode is already being coded.

It is a state in which the player (Gordon Freeman) is set in HL2, determining if the combines will let him be or shoot. precriminal meaning the intro levels where he is allowed to walk freely among the combine, after those levels the state is always changed on map load to suit the map. Might just have been left there from the HL2 engine version.
