It has, it's a global state you can set which is used in the beginning levels of Half-Life 2 that causes all of the metropolice to ignore your presence as an enemy, without needing to use ai_relationships per each uniquely named npc.

There was the "gordon_precriminal" and many other references in TF2's server.dll even more than a year ago. It means nothing. No conspiracy theory needed.

It's funny because valve could have just named all their metrocops like metrocop1 metrocop2 and just used an AI_relationship set to metrocop*
