If not mistaken, I thought Machinima did a story on Valve, and HL1, and because of the satisfaction thing, they actually had to redo a huge part of that, just not the same way how HL2 got leaked.
Why I think Valve is waiting with episode 3, is because of the impact it will have. What I mean with this, is that they want episode 3 to be very different from episode 1 and 2 and not become repetitive. If you look at Portal and Portal 2, many new features were implemented, but Portal 2 had a smaller impact. The same goes for L4D and L4D 2.
Since episode 2, the source engine has slowly been updated, added to and in the process has matured. Valve has learned how to use the engine to its greatest potential as can be seen in Portal 2. They really want to go BIG with episode 3 I guess. And they probably won't announce it at E3, because they don't want to take away the attention from DotA 2. After it's release in late 2011, we will hear more about episode 3 probably.
Has nobody thought about the possibility that Valve are working on ep3 and have just chosen not to tell anybody?

my dad works at nintendo and he told me what the conference is gonna be like.
The lights grow dark, followed by the room being illuminated by the screen saying "NINTENDO." After this, Shigeru Miyamoto and Reggie Fils-Aime both fly into the theatre on jetpacks from opposite ends of the room. They are both screaming at the top of their lungs, and they high five as they pass each other in mid air. They both drop down onto the stage and put on sunglasses. Flames rise up behind them as badass music begins to play. Then, Reggie and Shigeru say in unison (Shiggy in Japanese, Reggie in English,) "And now, we are extremely pleased to announce our new console, coming out tomorrow... THE NINTENDO GABE." After this is uttered, the audience starts screaming in terror as eagles scream to announce the arrival of the one and only GABE NEWELL, who bursts into the room from the ceiling. He lands on the stage, creating a massive shock wave that destroys all the cameras, thus ending video coverage of the event. As the audience regains their bearings, Gabe begins to rise into the air. He says in a clear, booming voice, "Half Life 2: Episode Three." In "The Final Hours of Portal 2" Half-Life 3 was mentioned, but not Episode 3.
