They have at least confirmed Valve will be there, however they only said that they would show DOTA 2 (Although they might show CS Global Offensive and the Portal 2 DLC as well).
Still, every time I hear Valve will be at any major convention, my mind is like a warzone between rational extreme pessimism and irrational extreme optimism.
Doesn't help with Valve being a bit of a cocktease recently. The most recent example of this is how Ellen Mclain said something along the lines of "Going to do more voicework for Valve for Portal 2 DLC and SOME OTHER GAME THAT I WONT SAY THE NAME OF WINK WINK NUDGE NUDGE."

It's easy to understand:
If any of you read "PORTAL 2: The Final Hours", you would know that making a hit after a hit is, OBVIOUSLY, very very hard.
They went through hell to make PORTAL 2 even better than PORTAL 1.
Also, we know that Half-Life 2 series is very good, but many people agree with me: "it's not as instense as Black Mesa", even if the story is one of the bests (if not the best), the game itself is not as awesome as the first original.
So, how do you think it is to make a game way better than Half-Life 1 and 2, and make it a successful hit?
Of course, a FUCKIN' HELL.
No matter how long it takes. None of us will die (at least naturally as long as we're healthy) before Half-Life 3 comes out.
Meanwhile, just enjoy the upcoming addons/mods for PORTAL 2, DOTA 2 (may be worth it), CS:GO, and many other non-Valve games that are worth your time.

Speculation is rarely interesting.
Maybe it's possible Valve are doing updates to games based on their release date by year, excluding updates/expansions.
E.g
Left for dead was the latest game (2008) - So we got L4D2
Before that Portal was released (2007) - So we got Portal 2
Before that TF2 (2007) - So they made TF2 free
Before that was CSS (2005) So they are making CS:GO
Next will be a DoD game/update. (2005)
Then HL3/EP3. (Hl2 was 2004)

RnL and DoD are two totally different games. The only thing they have in common is the time setting.

Honestly I hated DoD: S. As has everyone I know who has bought it. I'd be reasonably content if all they changed was the recoil.

Just when you think there is hope with WWI Source, but then, it never sees the light of day. I don't know if I like the text they used for the DoD promo. I have to wonder if DoD got 1st blood, and no one saw CS, TF and DM until later, if it would have gotten a better start. For example, if they would have introduced DoD to the consoles, before TF2 in the Orange Box. Instead of giving up on something that does not gross as enough income, improve upon DoD with feedback and updates, just like updating TF2. The only thing is though, I don't know if I want to see them do another Day of Defeat after CS: Go, if that game has to be out before the next Half-Life. How many more games, before that's a reality?
L4D, L4D2, Alien Swarm, Portal 2, DOTA 2, CSG, ?
Even, if they did a new, non-canon HL multiplayer that used the maps from what was supposed to be Episode Three, with weather effects and environment change/damage like Portal 2, that would still be better, then nothing.
