It's probably because of the exact same reason you mentioned in the first quote. Way too easy for people to just make an alt account and wait for cards to show up. People with existing alt accounts technically paid money for the games on them, so that's less of an issue.

Something interesting I think. I left TF2 to idle last night and I got 4 cards. Engie, Medic, and two heavies. In my badge list it still says I have 1 card left to drop. Maybe that means you get dupes forever?

First off, Dota 2 is not on my badges page.
Secondly, on all the other games I got cards within the first hour. I've ran Dota 2 for an hour now.

Just type the name of the emoticon, you can find them in your steam inventory. For example, I have a :jarate: which displays a jarate icon.

I had already gotten the max card drops from tf2 and Portal 2, but I had just reinstalled Dota 2, so I haven't gotten those ones yet. Except, now, after playing Dota 2 for several hours, I haven't gotten a single card drop, which I think may be related to it not showing up on the badges page.
Anyone know whats up?

Dota 2 cards are broken.
And as far as I can tell, if you don't have the level 1 badge or any of the cards, the badge thing doesn't show up on your badges page.

Yesterday, Hl2, Dota 2, Tf2, and Portal 2 all showed up. The badge was greyed out, and it showed 5 greyed out cards. Said *insert number/ 8 cards collected, and said You have 4 more card drops.
I got every card drop for Hl2, Tf2, and Portal 2, but they all still appeared (with the exception of Hl2, as I collected all 8 cards and got the City 17 badge). Saying you have no more card drops, You have blank/8 cards collected, etc.
i understand this is a beta but seriously valve
