When I use RSBuddy it looks fine, but as that's down right now, I went to the actual RS website and..

What do I do?! I've tried changing all the graphic settings, resolutions, tried fullscreen, fixed, resizeable, nothing fixes it!

I guess you could try to put up to HD and back to w/e you are on now. If not you could always use Runescape Official Client or Swiftkit.
