Well, if you're just starting out. I recommend getting into modding first. Mod some games like Fallout: New Vegas or Elder Scrolls. Make scripts, textures, weapons, whatever. Also, learn a scripting language.
If it's the mobile market Java is the way to go, and a great place to start is live wallpapers or selling assets on Unity assets store, I know this for a fact because most income I get is from live wallpapers I've made thousands and I'm not a coder I'm an artist.

why is it important for him to be making money RIGHT NOW if he's only 13? learning how to program and how to work with others will be great experience if he wants to get into the games industry later on in life. learning how to make a mobile game by himself probably won't.
