Actually just found out how it work,Using Poland...
I think you can get a discount on RO2 if you own RO1, but that might have just been for pre-purchases.

Run it as Administrator,right click and select the only server for Poland and do it!

From what I understand, you only get banned for using a VPN if you use to BUY a game from another country.
I don't think,if we imagine a situation that you moved to Poland and buyed the key there,activeted and go back to your country again...
Yes, it worked. Also, if the OpenVPN program isn't working for any of you, try running it as administrator, that fixed my problem when steam wasn't letting me register the key.
