No any constructions made of ice will never melt. So you could have a huge wall of ice in the middle of a scorching desert and it'd never melt.
My hunter is a cruel, cruel dwarf.
He goes out, shoots a badger to near-death, then, just before putting it out of its misery, runs back to the fortress claiming he "Needs more bolts".
He then runs out again and does the same to a completely different badger.

I distinctly remember having stills made of ice melting from the ambient heat when I turned on Temperature while I was working on Magma Forges.

Maybe turning on the temperature after it had been off did something? Because I'm pretty sure that constructions made of ice do not melt.

Perhaps buildings can melt. Constructions are pretty much indestructible though.

Actually yeah, buildings can melt. Buildings made out of materials that are not magma safe would melt when submerged.

Yeah, things get really slow between updates and even more so that orkel is gone. Once Toady releases an update things will get moving.

I saved my expedition leader just by random luck.
I noticed he wasn't going to the trade depot so I zoomed in on him. Turns out he trapped himself while digging channels for the moat. :v:

I tried making a magma moat but I'm running into problems because it keeps solidifying/disappeating whenever it comes out of the pipe.
It's been like this for about a year now.
I made it so huge because I wanted to be able to flood the map with it when I pulled a lever.
You can see the three levers just above it. The top one used to open and close the floodgates at the end of the pipe, although I failed to use magma-safe mechanisms so the floodgates have since disappeared.
The middle lever collapses the support in the middle, which is basically my self-destruct mechanism.
The bottom lever controls the floodgate to the outside which was going to flood the map when I opened it.

Pumps.
I've never utilized magma moats personally, but I've read a few LP's that ran into the same problem. Pumps reset the magma's pressure or somesuch, but ultimately work to fill your moat.
on another note I just realised that a pig has fallen into my magma pit. You can see it in the screenshot :v:
