Did ya set up the range properly? Proper direction? Proper size? And is the squad assigned to it?

Nobles can go berserk/stark raving mad/melancholy if their orders or mandates are ignored
Although they will always just set out an order that they be arrested for violating production orders
If he's actually grabbing a sword from your soldier stockpiles and specifically hunting down people he's glitching and should be hammered asap

yes they can access the target it is a single lane 10 tiles long and they are assigned to it

I'll assume you know about bringing stuff like crafts to the depot and so on, and then just giving them a good profit (depends on broker skill, a really good one can make them happy with a tiny profit) and then exchanging goods.
Next, the liason goes to meet with the Expedition Leader. First off, you choose what [b]you[/b] want more next time. This could be something like "I want more steel bars", so you drag the steel bar slider to the far right. This will increase the price of it, but the merchant is much more likely to bring some. (basically guarenteed on far right)
Next, you have the second screen, which is basically a review of what you wanted. It shows a load of numbers by the various goods, showing the percentage that they'll charge for them next time. (often 200% or so if you have put the slider to far right)
Finally, he brings up the "what [b]we[/b] want" screen, which is a list of 10 or so goods, all with percentages. It's often things like sceptres or crossbows, and is basically showing what they will pay more than average for.
To be honest, they're normally happy with a metric shitton of rock cups though :v:
My current military is currently shit, so in the event of a siege my contingency plan is to completely seal the one entrance and slowly starve to death.
I have internal farming areas, so i'm preparing for them to spontaneously combust/become sentient/swallow the fortress whole and for my internal wells to suddenly change to magma/spawn zombie mermen.
i had to station all my squads near the cages so my whole fortress wouldnt get slaughtered i also made cage traps outside the cage stockpile to prevent them from escaping

Everything about the military is fixed except for some minor archery training issues which can be avoided with some tricks.
Biggest military-related problems in vanilla DF are related to combat balancing which has some insanely broken things. Install the balance fix from the OP and generate a new world [I]after[/I] the install to help against them. Doesn't fix them 100% but it's much better than vanilla
