That DoF is present all the time but it's not obnoxious like most other shaders I've seen. It only blurs most of the screen like that if you've got your head pressed right against an object, most of the time it just provides a nice overall enhancement.

Wasn't being mean. Tiltshift is a method in a camera of correcting perspective changes. Making a building look like a rectangle from the ground for instance. But if you leave it wide open and move the camera around you can get a gradient blur across the image. It, in effect, is a method of cheaply making that miniature photo look. Because with a small object you get really close to it, and when you get close to an object your depth of field gets really small, so by accentuating the blur with tilt shift it appears to be small.
I bet the game is doing that basically.
