The expansions are needed if you want more stuff. Of course, it is playable without the expansions as well. So it depends on yourself if you would like to buy the new ones. I truly recommend getting them though.

You have to go on their forums at Paradox Interactive and sign up as well as registering your game. Then you get full access to both full support, mods and patches.
