I reinstalled it after those pictures and I can safely say it's half-populated. There's a war going on between VI/BOS vs Everyone else except GoM. If you stick to the main places you'll see a lot people upwards of 30+ and usually 50 in a battle and skirmish between the factions. Most people stay off the main streets of NYC, because there's no protection. Most hang-outs are like DMC/Namiyoke and ETC. Should play it again it's really fun with the war going on!

There are different holds. The wooden one is the most basic, but later in the game they're stone.
