I think I managed to turn down the bloom somewhat by fiddling with some configs, I'm uploading a video now. It's my best one yet, not that that's saying much. It's even got credits.

See, that looks bad to me. The car textures are all shiny as hell at all times, and everything past 5 feet away is grainy and distorted, it's like it has a Quinten Tarintino (or however you spell his name) style film grain on it at all times.

Are you by any chance using script hook with an ASI loader and in-game trainer?
If you don't have the correct versions that match the patch you use it will cause crashes.

The cars are more reflective than vanilla but not ridiculously reflective like some other mods. And there's no grain or distortion anywhere in that picture. The raod texture looks grainy because that's what slightly dog-eared roads look like, I could replace it with immaculate tarmac but that would break the immersion. The car looks grainy because that's what rockstar were going for with that texture, it's the same as the original game.
What iCEnhancer does is it gives the game more of a cinematic feel by adding lens flares, light coronas etc, as well as debrownifying the colour pallete, making it look as though you're looking through a camera (see crysis 2 for other uses of these effects). This is not as intrusive as you would think, especially after editing the INI to tone down the bloom.

you can't tell from the screenshot, but i went flying off a ramp and landed on the roof and fell out below the car, then the car was actually straight up on its rear end and as i was still getting up from the ground, the car slowly began to fall on me only to fall just an inch to my left :v:

What do you mean 'effects mods'. The only mod I know that adds effects is iCEnhancer, which adds llens flare etc while still doing the ENBseries style bloom/reflection. But I assume you already have that.
