It's not that bad of a sandbox game, but the story is the best part. I found it very enjoyable, and I'm even replaying it after having already beat it once.
It's not really meant to be played as a sandbox game.
You are presented an open world so that events may unfold more seamlessly to aim to help with story telling, flow, and immersion.
(As seamlessly as the going to bed, waking up to a new day of missions is huhuhu.)

Yeah Mafia II is one of my favorites, I see why it gets bad rating I think most reviewers viewed it as more GTA (Less serious fucking around) and less story based. The reason the world is open is for the very reason you stated.

It's just [B]cheap[/B], how blizzard tends to recycle every single model these days (Blizzard has been doing this since the actual launch, but only with low-level stuff (uncommons, rares and some of the lower level epics)). But these days they even recycle the epics, they just recolour them and give the item a different name (and stats). I always admired how Mythic did this with Warhammer online, the amount on detail and how everything felt unique.
