he just means that the maps are blocky and there's no details. not even any prop placement to make the maps look good. they all look like that

i've never played LCPD: FR before despite seeing how many screenshots there are of it
how complex is it? i find it hard to believe that there's a lot to do. is it just the amounts of random that make it interesting? how does the character progression stuff work (if there is any)? i see a lot of pictures of regular street cops and then sometimes random shots of some hardboiled swat guy
its pretty boring after awhile. you choose your cop, your car, and then you go on missions. which usually end up in you killing someone and moving on
at least that was my experience

You go to a police station after activating the mod, pick a model and car. Maybe get a partner then you can patrol/muck about. You get call outs for special objectives every now and again, but sometimes you'll just stumble upon a crime. Its pretty cool.

Sometimes it depends on the randomness of GTA IV. If you just play simply for the missions, then yeah, it will be boring. I carry out usual police protocol and stuff when playing it and I use a variety of other mods and tools to spice it up. Those other cops you see are simply just skins for the most part. I enjoy the mod because it's the only interesting police sim out there if you couple it with other custom modifications, but I can see how it isn't a cup of tea to others.
I found F.E.A.R Extraction Point to be the best F.E.A.R game out there. I just found it the scariest

When i did that part solomon was glitched and he was invisible.
So it looked like i was fighting the air like a spastic with all these random civs watching me
