Honestly, I think it's because it's still based on Gamebyro. Not to sound like a broken record but gamebyro has terrible lighting and almost no atmospheric effects. So everything feels so plain.
The game has great art direction, but needed a brand new engine.
and it's still got bethbryo's complete lack of character inertia

I think the point he's making is that the creation engine still feels as clunky as gamebyro. Nothing changed except for nicer vistas, better faces, and some nicer dynamic shadowing.
and it looks a billion times better than any other Gamebryo game, therefore if they want to call it a new engine they have the right (because it is)
it only feels like Gamebryo when you're running around because like someone else said, there's no inertia and acceleration is instant

Gamebryo is just a middleware, after all - and the Creation Engine is based off their previous games. They rewrote the renderer, replaced the animations, and modified and tweaked the rest enough to make it different while still keeping that good ol' Bethsoft/Gamebryo core of nif files, esm/esp files, and random crashes.

Force VSync off in your graphics card control panel, then edit \Documents\My Games\Skyrim\SkyrimPrefs.ini like this
