WoW's engine was written in 2000, what they have now is just ten years worth of added in or over. Blizzard is constantly at the engine limit for it.

do you have an ATI(yes, I know they've been bought out by AMD now, but still prefer to call them ATI) card? newer drivers seem to fuck up the post processing for some reason especially on sun rays and shit.
Either upgrade (if you have really old drivers) or downgrade (if you have the newest) and see if that helps...
