-Patch to 1.0.3.0 (1.0.4.0 is fine too but 1.0.3.0 allows certain ENB hacks to work better without changing other offsets)
-Make sure your GTA IV installation can be modded using one of these

GTA IV Magic Patcher by aru
GTA4-Launcher by s0biet
-Texture mod - Better City Textures works really well but it's roughly 7 gb unpacked. You're going to have to torrent it. Just drag and drop install as well.
-Icehancer 1.2 - Unrar it. Copy the whole thing to your install folder. Make sure that /data/visualsettings.dat is going into GTA IV/common/data/visualsettings.dat
Also open up iceconfig.ini and set the part regarding resolution to your native resolution (or lower to get better fps).
