Unfortunately I can't get it any smoother, and it's only got worse with newer versions, Else I would have re-done it with Motion Blur and the like ON. You'll want to 720p and Fullscreen it.
Took these screenshots last night. I'm still working on my config (too bright indoors during cutscenes, too dark on foot in the streets at night). These screenshots are all as-is from the game, the only things I've done to them is remove the radar in a few shots, and downsize them. I'm using the FXAA shader but not SSAA, so while the game looks quite jaggy-free at 1920x1080, it's not quite perfect. Maybe when I get around to upgrading my videocard...
I run the game with Textures, Reflections, Water and Shadows on medium, with Texture Filtering on High, view distance 20, detail distance & vehicle density 25, and shadow density at 1. Seems a good balance of looks vs performance.
