It can be used in multiplayer. Callouts are player specific though.

So, it turns into a sort of Cops and Robbers mode? Or can two people be police officers responding to various crimes.
I don't really know if thats how the mod works, but I imagine it's kind of like that.

It is. Just playing the missions/callouts will make it boring after a while though. I suppose a certain degree of roleplaying coupled with mods such as Criminal Acts, Home Invasion, et cetera enliven the experience. Those are some of the mods I use anyway.
