Yeah there's a difference between a game like CoD and games like Duke Nukem, Saints and postal... all 3 of them are trying to be funny, fun and over the top most of the time, while CoD is more serious... just because CoD gets all the attention doesn't mean the others aren't what people/ I say they are, you're just making no sense.
Trying to come up with an excuse like that for a game looking crap is pretty stupid, and pointless unless you have a confirmation bias or something.
If the game looks fun to you, great. I'd say wait for it to drop in price a bit, but go play it when it does if you want to, you don't need to embarrass yourself with terrible excuses for why it doesn't look good to other people. We don't need the "Oh you're all just stupid it's great and you're all stupid" vs "Wow this is shit you're an idiot for liking it" argument going on all the time.

There seems to be so many unused lines in the files or maybe I haven't noticed them, such as Postal Dude commenting on saving, commenting on respawing, in jail, and lines like when got errands done in Postal 2 "and done" or whatever it is
If there is a next Postal game, it will be developed by RWS. Well, atleast Toploader says so.

AFAIK majority of it was developed by Akella and Trashmasters which are russian, RWS didn't have much to do with the development.
Kinda explains why it took a while after Russian release for them to release it in English.
Akella had no part in the development in Postal 3. They were the publishers. Trashmasters were the main developers.
Running With Scissors acted as producers and co-developers in which they were the lead designers, including much of the concept art that defined the look of the game, and writers on the project, because those wacky and wild Russians aren't exactly on top of their Glenn Beck and Bernie Madoff headlines. RWS also handled all of the English voice acting.

It does exactly what it says on the tin. You can wander around all three main areas of Catharsis and even enter some mission-specific areas such as Mexico and the gay rodeo at your leisure and no one immediately tries to kill you.
Any where to find weapons in free roam or are they just given to you?
