People also start thinking something is bad as soon as they've done everything they can with it. It's like eating a food you love so much that you get tired of the same old taste.
I could imagine DX:HR being in development until early next year.
With the content they cut such as Montreal hub and other shit, not to mention The Missing Link which was readded content, they could have done so much more.
But to achieve perfection requires time and time is money, money that publishers and investors don't want to waste.
Like the first Deus Ex, it could have been released as early as 1999 but they decided more could have been done.
Two years later and a few weeks before 9/11 it was finally released.
Frankly if they didn't rush Skyrim to be released on 11/11/11 they could have polished it more but what else could they have added?
That's the question really, if you gave the devs more time, who could do more?

On an unrelated note, I decided I needed to practice my French in a non-boring way, so I switched my DX:HR copy to French. Is it me, or is the French in it Quebecois French? I can't quite get my head around some of the phrases.

Wrong. It was entirely made after the game came out. If you hadn't noticed due to the engine changes with the lighting and a boss battle that didn't suck.

They're really kicking it into gear now, good thing I guess. IMO Square Enix have made some nice investments as of late what with reviving True Crime and acquiring Eidos.

Concussion grenades will save your life. If you don't have one, just quickly grab a barrel and throw it at him. He always takes a while before he fires again so use that time to throw other barrels at him. If that fails, there are 2 corner rooms stocked with ammo and weapons.

You don't need a "throwing aug", you just need to click with the mouse while you're holding the barrel and you'll throw it.

Yeah it's played on its own.
The other DLC's are pretty pointless tbh, mostly useless weapons that you throw away at some point.
