I'm pretty sure Frank West won't be in GTA V, but maybe Rockstargames hired the same guy that voices Frank to voice the old dude in GTA V, and because most game characters are based on their voice actors, he basically looks exactly the same as Frank West.

Long stretch here, but maybe they'll do it with multiple characters, but on different disks. Like disc one is the guy we see talking in the trailer and his story, while disc two can be the guy in the car. So they all tie up. Last time I see something like that was with Resident Evil 2. I don't know I'm just making a shot in the dark.
