I'd like the perimeter to [I]only[/I] be set up if they cannot find you. So in a chase, there's no search area. But once you ditch the cops, a search area around the last place they spotted you is set up. If they spot your car or learn of an assault, extra police go there and search it. The perimeter depends on wanted level. Level 1 is just cops cruising around the area, Level 3 could have roadblocks around the edges. If they don't find you in a timely manner the search is called off regardless of your location however you will still 'keep' your wanted level in such a manner that any violent crimes within the previous search area will attract the same level of attention you just evaded.

Local Co-Op on consoles would be bitchin'. As well as adding a possibility of riding two in a plane. As far as I recall, that wasn't possible in San Andreas. A good question would be will Rockstar finally realize how much love the modding communities give to each game, and include some sort of modding tool pack like the GECK or Source's SDK?

No, in fact I'm pretty sure I remember it only having one seat (Hunter). The Seasparrow did have 2 seats and a gun, though. But I'm pretty sure there was a plane that had two seats.
The planes in GTA4 actually do have pilots in them. It's just that there's two people with black dots for eyes in low-poly police uniforms sitting on invisible chairs while sticking their hands into nothing. The cockpit is just some walls and a shittily-made window from which you can see them. The level of detail really is amazing, even though they look like cheaple.

GTA3 was set in 2001, then Vice City was set in 1986. VCS and LCS are each set 3 years before VS and LC as well, and they came after SA.
