I'm not going to say it's the full state of SA until I hear from Rockstar themselves. Hopefully we'll get proper clarification later in the day. The map could be reworked. LC from 3 to IV certainly was.
I'm also going to gamble on a May-October release. Rockstar likes May releases and GTA IV's trailer premiered in late March and was scheduled for October before a technical PS3 delay. If this is the same engine with enhancements, we can rule out most technical issues. I'd look forward to the 6 month gap and say May next year.

GTA IV was scheduled 6 months after its premiere. It would have happened too if not for a technical PS3 delay with their engine. If they're reusing the same engine, I doubt there will be as many complications.

The old map means nothing, they redo the cities entirely between eras.
There is absolutely nothing in the trailers which suggests otherwise.

One other ''proof'' I kind of have in my head is the fact that Los Santos looks large, but not gigantic. You can see mountains not far on the background . The country vistas look way larger than Los Santos itself. And unlike games like just cause, R* went for a 50/50 Urban/countryside split in San Andreas, probably because it's mainly an Urban game. They'd probably do the same in V so there could be other cities to fill up that space.
Besides the first San Andreas trailer only showed Los Santos and some countryside
