I'm remaining cautiously optimistic. What we've seen so far is amazing, and I'd be happy with just Las Santos and a bit of surrounding country side.
However the original SA trailer only showed Las Santos and the country as well, with the others getting their own reveals. Along with the planes (and the return of the Hydra!) I'd like to think we'd have a bit more space than Liberty City.
We shall see.

There was reason for that. Rockstar doesn't like adding land that the player cannot access. GTAV's Liberty City is Landlocked to the West, North, and East, but it's not presented this way in the game because they don't like inaccessible areas.

No. The same way how asking someone how asking someone how his day was is the same as saying: "How my day was? Oh, I went to school and on the way home I did X and Y"
Another argument for it being the whole SA instead of just LS is that recent GTA games' internal locations have always been unlocked as the story progressed. For example, in GTA:SA, you first get LS, then SF, then LV. In GTA:IV you first get Broker/Dukes/Bohan, then Algonquin, then Alderney. I'm pretty sure Vice City also had two islands and you unlocked the second after a while. Now the thing is, these are all connected by bridge, which makes it easy to control access to others. If this was to be only LS, they couldn't really lock further areas of the city.
