Stalker had great mods, the code was easy to mod, even without an SDK.

Do not leave the X-Ray engine. Have as many bugs as you like, do not fucking leave the X-Ray engine. It has done a godly job on the atmosphere and lighting.
In my opinion they should continue on X-Ray, fix fucking bugs and optimize it.
