There are a few background apps, but my CPU usage was alright, memory usage was quite high but the ones in the background weren't using that much, Skyrim was using the majority of it.

Could you give your full specs? I'm not going to patronise you by telling you to go do a full defrag and virus scan, but you might want to consider having steam verify the cache integrity and, if all else fails, reinstalling it. Have you had this ever happen with another game before?

Oh, one final question, what version drivers are you running? I don't know if ATI puts out beta drivers, but might be worth having a look at those; NVIDIA's gave me a performance boost in Skyrim.

Might look into beta ones.
I have this weird bug where... hmm... it's a bit hard to explain. Imagine your character just standing around, no weapons drawn or anything, now imagine a torch in his/her hand but his/her fingers aren't wrapped around it, it's just there in the hand, when I run and sprint it looks fine but if I stand still or walk it doesn't do the proper pose. This is only in 3rd person but somehow it annoys me greatly, does anyone know a fix for this?

If the next patch doesn't fix it, a mod almost certainly will.

I hate how Master and Expert difficulties are purely unrealistic. I hit a lightly armored bandit with my sword and he takes a bit of damage and then he hits me with a similar sword and I'm wearing full armor and am suddenly down to half health! For now I'll just sum it up with the fact I am a low level and have not yet been trained in the ways of the bow and sword. It will feel really good to finally get to the point where you can kill everything!

I firmly believe that raising the difficulty should never just mean that NPC's do more damage or have more health all of a sudden. What they need to do it make the enemies smarter, use different tactics, use potions and poison, things like that. An arrow to the face is a bloody arrow to the face and on expert an enemy shouldn't be able to take 20 of them without dying.
Being a good guy is hard. Molag Bal [sp]guilt tripped me into finding Boethiah's worshipper because he was being held prisoner, then when I returned he gets trapped again and my options were to leave him there or beat him to death three times with a rusty mace. I chose the mace.[/sp] Then some kid wants me to visit his old orphanage [sp]and kill the owner. So I visited the place and after talking to her, the kids and the other (kinder) lady that works there; I find there's no other solution to the quest but to carry out the hit. So I did that and felt like a bad person when these kids were so happy and inspired because of her death. I loaded the game, and now my options are to leave these kids in the hands of a nasty lady or kill them in front of her and teach them that murder is the right thing to do.[/sp] Such is life in Skyrim.

Y'know, lure her out of the orphanage and dump her body in the Ratways and shit.[/sp]
They can't really improve the difficulty until they improve the actual combat gameplay, it's still absolutely awful/basic for how much time they've had to improve it.
