With the amount of level-ups and skill perks you can choose from, you can only get about one-third of the perks shown the the skills menu.

Choose wisely.

At least it's more in-tune as an RPG, specify who you want to be, and that someone can't be a super mage who knows all the magiks and is the greatest fighter ever, able to deflect all blows that come at him, and can crush all of his enemies with a war-hammer, as well as being able to take off his victim's clothes while cutting his throat open, then sweet-talking(bribes) the guards away.
