You'd need at least twice the amount of pixel space on skins in order to get somewhat close to the detail that LEGO minifigures have.

Likewhat ijyt said too, the geometrical simplicity of their bodies. Steve is made of rectangular cuboids (I forgot the technical mathematical term) and Lego figures are made of cylinders and less-than-rectangular cuboids.
