It's not going to happen and this notion is getting extremely old. I'm 99% sure they'll simply tease the game like normal, release some media and trailers, and release it on a specified date.
they can, however, announce the game without any announcement, just a trailer for the game and a press release on a random day, not a big reveal at a gaming convention.

No, it'll probably continue to use DirectX, and just use the same "hack" that the linux / mac versions of SRC games do now.

i really haven't heard of but at most like 7 big games on the source engine. and that's just compensating (immensely) for my poor memory.
or is it used for a bunch of other indie/smaller games... and that's why steam is so big?

i mean that's the case. all source 2 hype is, is hype over what valve is going to do next.
who knows what source 2 is going to be like, maybe it would be a completely different engine from source. who knows it could be more like that engine they use for gta (not euphoria that's just for animations)

Works for what they do now, I don't see any reason for them to explicitly drop all their DX work and switch to Source 2 (Although maybe it BEING source 2 is a sign of that).

Yeah its an outdated engine and so there aren't many people who want to use it over something like UDK besides the ones who modded the source engine and want to stick to something familiar.

The only thing they could do with Source 2 or whatever it's going to be called, to make it as big a leap from Goldsrc to Source and at the same time make a huge milestone in engines, is implement real-time raytracing, honestly. That's really the next big thing.
They are probably doing real time ray tracing and are just waiting for technology that can handle it :3
There is an engine called Brigade that does just that, but it is REALLY in its infancy at this point. It gets 40 fps on dual Titans, and it's incredibly grainy. However, I think that it's without a doubt the future. I seriously doubt Valve will do that for Source 2, though.

I could see them having some sort of "hidden" ability to Ray-Trace, theoretically you could mod source to ray-trace (Shitton of work), All you need to do is pass off the light entity information to something that interfaces with the world, then renders it, Bam.

Yeah raytracing in realtime like that is some amazing stuff. It won't be ready for any realtime serious gaming anytime soon though, if anything I think we're going to see the quality of realtime lightmapping and methods like LPV get much higher.
Voxel raytracing is also getting really popular, and you get realtime specular reflections with it, but it's pretty demanding on hardware.

Its not only that they are slow.
I think they are waiting for new generation of consoles to make HL3 really something as groundbreaking as HL1 and HL2 were back in the day.

Of course they are available for consoles, but Source games are still way better when played on a PC. Consoles are for playing games with friends on the couch. You can't play Half-Life with friends on the couch.

There are a lot of singleplayer games for consoles, mostly because the developers/publishers want a much wider audience than only PC gamers. Probably what Valve has in mind, perhaps?
