The game was never pay to win.
Pay to Win is when you can buy in game items with real money to give you an advantage. There are no items like that in ToonTown.
I think the phrase you were looking for is Pay to Play.

they recently had an election for the new mayor, and even though the topic is slightly uninteresting (to me, at least), this video is worth a watch to see what the devs have been able to do so far, and what theyre capable of (which is a LOT, toontown is in great hands, even better than being in disneys hands)

to other people? you would exchange true friend codes somehow (either through a very complicated use of speedchat, or just through a site/external chat, or real life if youre actually friends), and youd just be able to type like normally

As soon as it's time, all Beta Testers can head over to the big red "PLAY" button and download the new-and-improved launcher to let their journey begin. If you were an Alpha Tester, you're already signed up for Beta! All you have to do is log in. Note that toons have been wiped, due to the new changes that we've made, though. At the end of Beta, only toon stats will be wiped - not the toons themselves. The toons you make now should be "Rewritten" forever.[/quote]
