This might work pretty well as a skyrim mod. Just change all the NPC characters to modern people and make a city map. Making a bunch of new models would be the hard part.
If I ever were to make a game, I actually have two ideas I personally like;
First one would be a game following a populare movie's storyline, like back to the future or jurassic park, but following the storyline 100%.
Now you may ask, if it's following the storyline 100% how exactly would you do anything in the game? It'd just be another game where everyone walks the same road and does the same. Well, kinda, but more complicated.
You see, I'd spent the majority of designing the game, designing it in a way so your reaction would be equal to the ones in the movie. Say there's a dino infront of you and it's going to eat you, in the movie they jump to the left, then I'd somehow develop that scene of the game in a way so your instinct would tell you to jump left.
I'd also make it like that kinect game where you don't really have to do anything and you can still win, but make it so on the easiest difficulty only.
Second one is just GTA with every feature imaginable, really, anything. Mouse one would control your left arm, and mouse two would control your right. Press and hold one button, move the mouse back and forward to extent or pull back your hand.
This would finally give you the free roam that GTA hasn't got, simply because now you don't have to code in the game's featuress, you can just let the player explore. Find some random guy, grab him by the belt and drag him after you, or drag his pants of and everybody laughs.
The AI would need ridicoulusly huge ammounts of codings, as everything would have to be pre-thought of. You pull the guys pants off, but nobody ever though of that before, so the NPC's in the town don't even react to it, or just flee in fear. That's bullshit. I want my game to be banned all across the world for it's high level of violence, when it appears on TV that somebody forced a pole through someone's nudely exposed body and lighted it on fire inside of a kindergarten, with the words "Gods was here" written in cheese on his burning chest, and the sound of "I'm too sexy" playing from a car's stereo outside.

It sounds fun, but I think it needs more of a story. Why would a viking just get randomly teleported into the future? And why would he want to just destroy an entire city? Also, I think you should get support from the Norse gods. Thor could strike them with Lightning for instance.

Wouldn't it be easier to make it a Grand Theft Auto IV or Saints Row 3 mod? Since there's already a city and modern people?

Do you need a story for a game like this? Maybe you were out pillaging one day, fell into a river, froze solid, then thawed out 1000 years later in modern day Stockholm, and decided to destroy everything modern to return society to the Viking Age.

But if he wanted to make this thing exactly like he explained it, he wouldn't need the fancy stuff. Just make the Player character a viking and change a few things here and there. You can drive cars or planes or helicopters in Skyrim. Or maybe he could do it with Rage. That allows you to drive vehicles.

I disagree. You should only be able to play as a viking. So if there was multiplayer, there could be multiple vikings fucking shit up together, but the more players, the higher the difficulty.

first dlc adds the death star for you to possibly construct
when complete you can fly around the galaxy fucking shit up
at any time you can fuck the death star up
second dlc adds time travel
you can now go back in time to recruit friendly vikings
you can cause historic events eg. the fall of rome
you can kill hitler in the past and it will be reflected in the future
you can also create time paradoxes and destroy the universe
