Because that's the limits of the game. Euphoria wouldn't be able to handle buildings of that size collapsing in real-time. You can cause as much chaos as you want, up to collapsing buildings.
There must be baby NPCs that walk around and behave like normal NPCs but are actually babies.

how about te vikings you create just create chaos around the city, and have nothing to do with you.
No penalty for killing them, either.
You can sacrifice a goat to thor and he can do a few things, like give you a viking boat, give you a lightning hammer (fuck year), or let you shoot lightning bolts wherever you point for a small period of time.
of course, you need a goat. But who gives a shit you can climb a building and throw poeple off of it you don't need a hammer.

No unlockable weapons? Part of the fun of most games is playing through to unlock stuff.

Add procedural city building. And if you have the manpower, make AI that rebuilds the buildings. Then it's an endless cycle.
