The .44 is one of the best weapons in the game and you can get it in the Den - or you could just grab a Hunting Rifle instead and snipe all these raiders with CAWS shotties, sell 'em and be knee deep in money for the rest of the game instead. Or you could be an asshole and just beeline to San Fran and do the BoS quest

Equipment progression in old games is wierd.

You just have to either get lucky, or just save scum. As for Navarro, I'm pretty sure that you can get the password from the BoS guy who gives you the quest. Tell it to Keith (I think that was the gas station guy's name?), and he'll let you in. From then on, you just avoid Dornan, grab the armor, optionally help out the deathclaw, sic one mechanic on the other, grab the plans and get out, either via the vent or the normal way. No combat necessary.
Old game are always hard in the beginning but then they become piss easy half way through due to how exploitable they are.
FO1 is hilariously easy with 10 PE and a sniper

Done, in 15 minutes, I've got a metal armour, a hunting rifle, lotsa ammo and a 10mm SMG. From there on, the game was a piece of cake. Dumped a crapload of points into Small Guns, and got 95% in every shot...pretty easy for anything until power armours and better guns started to appear. I felt I broke the system or something like that. Mind you I played FO2 in 2008 when I was 15 years old, so I didn't feel like searching everywhere or doing every quest (Due to being used to another type of games). After my 3rd playthrough I found out you had to clear the sewers out of rats and then you could get a 10mm pistol. If you were of my kind, you had 2 outcomes: To either suffer from shitty equipment, or to luckily find something that made the game hyper easy. Mariposa was a different story though, damn rocket launchers kept chipping away at my HP. Also i no longer find the game fun since i got my dual P90Cs, both ranks of action boy and 10 AG. Nothing is a challenge now, im just trying to get Sniper so i can make every shot one of overkill.

My main character carries a sniper rifle and a .44 magnum. With 8 Agility, she gets 3 shots with the revolver if she's in range. I killed a super mutant from full health in just those three shots. He was weak, but still. I keep wanting to stack my team with them as sidearms, but I can never find enough .44 ammo to make me comfortable.
Alright, I'm about to head into the Divide at level 16. The reason I'm doing it so early is so that I can get the pardon from the NCR and Legion after I nuke them, so no loss of faction rep. I also want to get the Yes Man duster, but my NCR rep is quite high, anyone know where I can get a set of NCR armour to wear so that my rep is neutral?

The duster you get is based on how many reputation points you get with a faction, the more points you have, good or bad, the more it counts toward that faction. Wearing faction armour doesn't do anything. You should download the [url=http://newvegas.nexusmods.com/mods/44028//?]endgame duster mod[/url] to just get all 4 dusters at the end of the DLC.

Alternatively if you've got the NCR radio call in a trooper for support and then let some wildlife kill him for his uniform. Although as Janus said it's sort of moot.
Faction armour can influence what duster you get, you need to wear it before you enter the room to confront Ulysses. You get the usual "Are you sure you want to continue?" message before entering the room so you'll know which. I'm not sure if you need to wear it all the way up to the ending slides though. It really bothers me that there are no snappy hex things in Tactics. The cursor just floats around and it feels really unnatural.

Not having everyone be a bullet sponge makes the game vastly more entertaining, not to mention that being in a tight spot and then suddenly pulling a .45 and splattering some Beastman's guts all over the place with two shots is hella satisfying. Damn, now I feel like playing Tactics again.
It seems like the AP function of higher caliber ammo isn't being applied or something. The .44 loaded with ball ammo does more damage in one shot than the hunting rifle and M1 Garand tend to do in two. I know it has a higher base damage than both of those, but it seems like shooting 7.62 or 30.06 should let me punch through armor a shit load better than .44.

robot horses like Bioshock? look how big securitrons are - they're on wheels you're telling me they can have unicycle securitrons but not 4 wheel dune buggies like in Defiance? i think vehicles arent greatly needed with the current engine since you can fast travel unless they made a mechanic that made having a vehicle worthwhile - like maybe carrying all your shit + very short travel time? maybe vehicle combat?
In all honesty I would just like them to make it stable enough that rapidly loading cells doesn't cause a crash. That way modders can do the rest - car mods, multi-cell loading, disabling fast travel, etc..
Would anyone be interested in reading little short stories about Fallout as told from the perspectives of various NPCs? This DLC was fun, worth only being able to make one visit before it locks yourself out forever.
