Since I always use FWE and make everything aside from ammo rare as fuck (Keep that one at default, I got lots of raiders to shoot), I experience the POLAR OPPOSITE of this. I actually ended up buying and finding all the stimpacks around the entire middle area of the map, I have been entirely reliant on quick saving and town doctors. My most recent playthrough has been the worst, I've barely been able to find enough to keep me above half health. (Gonna have to go to Rivet City pretty soon to stock up)
Finding a stimpack is the most amazing thing in the universe with that mod, I swear.

I'd be more curious to know how people in Fallout 3 even know anything about your karma.

Also I may have responded to that hostility by killing all the Van Graffs.
On the bright side, at least my companions can help me carry all these free energy weapons.

Would be an interesting game mechanic where your karma doesn't take effect until a few days later, giving gossip time to work.

If you use a Stealth Boy you can enter their store and rob them absolutely blind, incurring neither their wrath nor a negative karma penalty.
That's what I did, and then I sold back as much as I could to them and took off.

I'm guessing the fact I had three not invisible people and a robot following behind me probably gave me away.
How Karma works in Fallout 3:
Kill an entire city, you are very evil, everyone hates you. Go to Megaton, donate to the church, you are forgiven and you are loved by everyone.

They're not supposed to. The game doesn't check your companions, just your own sneak skill. There's been many a time I've been sneaking around while my followers literally rub their faces into the enemy's crotch, yet said enemy doesn't even react.
I have, however, noticed that Gloria is pretty damn good at spotting you. Even with a stealth boy I've been busted stealing her shit a few times.
Next character: Rad Child and Atomic!. Deadly radiation poisoning? Health and AP out the ass! Nevermind that my hair is falling out and I'm puking blood everywhere, I'll be positively glowing

Is it worth me replaying Fallout with A Tale of Two Wastelands? Depending on how buggy it all is.
I'm debating whether to jump right in New Vegas after so long again with the mods on the front page, or just start from Fallout 3.

true but Long 15 has awesome awesome loot... not that anyone needs multple sets of power armor at this point
btw. here's my game progression:
finished 4 dlc
nuked long 15 and dry wells
saved kimball
i think i've completed all companion quests inc. Ed-E (this one is painful)
but i never met up with Colonel Moore and she left and the mission is gone.
I think I can spawn the mission and continue? sounds ok?

i'm on Eureka! (the last one) but i remember colonel moore just ended and i didnt get to see Oliver

I find the game orders of magnitude more stable in DC than I do in the Mojave. So go nuts.

If you 'fail' the quest 'Don't Tread on the Bear' Moore and Crocker are removed from the game.
it doesnt matter
i found a way to force Eureka to start
