like according to the wiki, as soon as you finish saving or killing the prez you should immediately go to oliver's ready room to start Eureka

Probably late about this, but it appears if you're really lucky with the Mauler special attack you can use it to get one of the crucified Powder Gangers down.

A lot less risky way to get them down is using your bare fists and the special unarmed attack you get from the Ranger in Novac (Ranger Andy, I think?)

here's my real caveat with the whole "nuking these guys" option, you are the only person that walked out of there. the voice guy said that too, so who the fuck told the NCR that you nuked them? certainly wasn't ED-E or the skinless horrors that live throughout the divide
i mean seriously i'd surmise the courier would just walk on out of there, go to the nearest bar and just be like "meh i was in the divide but i was prospecting, What? NCR got nuked? thats tragic, i hope whoever did it gets killed then raped"

That's what I was thinking. I shot all of them down to put them out of their misery, but afterwards I felt like an evil bastard for a while. I think it'd be a good deed to kill them since you can't get them off the cross. Not that I like powder gangers anyway, but still.

What? The consequences for nuking the NCR and/or the Legion is that they hate you and new parts of the world are accessible. Nuking Megaton removed it from the world, sure, but there were no consequences beyond that. Unless you count Moira Brown getting upset for one conversation.

i was loved by NCR and i've been demoted to "wild child" (again big deal) - its not like they're opening fire on me at McCarran, in fact, all the main NCR people are talking to me like nothing happened
if NCR Power Armor dudes were opening up at me on sight that would be one thing

There sorta is, can't remember the name. You can successfully get them off with a high enough Medicine skill and enough Med-X, or just euthanize them with Med-X if you don't have the skill for it. Think you get karma and possibly XP for it.
I'm still surprised how Legion can have so many battle achievements. It's true they mostly fought against tribes and their first fight with NCR ended as expected but even then they seem like a bunch of savages. I think if you sent a hit squad of BoS Paladins at them they would be fucked sideways. Then again BoS doesn't get themselves involved in matters like that.
Most of their victories come from skirmishes that are more akin to guerrilla warfare or raids really. The Legion is really adept at rushing into settlements and outposts, razing them, and then turning them into grisly warnings before either disappearing or establishing a notable enough force that the over extended NCR can't make a counter push.
It is sort of a believable stalemate when you look at it. NCR is too worn and overextended from all the raids and the Legion lacks the cohesive and strong leadership to make large scale attacks.

Or something along those lines, Joshua apparently couldn't recognize an ambush when he saw one and Lanius seems to prefer pounding enemies into submission than using actual tactics.

By any measure of logic the Legion wouldn't stand a chance at Hoover Dam. I can barely accept the stalemate but taking the dam should be impossible with their level of technology. The tactic of "throw more bodies at it" simply won't work in that situation.
I still like House's ending the best. If you do side missions right, Mojave isn't in a bad shape except for Followers who have their hands full. NCR gets kicked in the balls to realize they shouldn't annex everything they can and spread too thin. If you go and kill Ceaser Legion is supposed to break apart in few years so that's over, too. Independent Vegas is just too unsure and chaotic.
It's probably best to do LR before arriving at the strip, that way you can nuke the legion and ncr for maximum loot but once you get to the strip you can just start over.

a thriving goodsprings, a free hoover dam that supplies power to the whole state, ncr and legion leaving altogether, can't get much better.

Actually, this is dependent on your karma. Because the funny thing is, karma affects [I]how[/I] you rule vegas.

The NCR lost the First Battle of Hoover Dam because the commander kept pulling troops back and Joshua Graham was able to flood the dam with bodies. The only reason the NCR never secured Hoover Dam after than is because General Oliver is fucking incompetent.

Errm, the NCR won it by taking out the Centurians from across the dam, then leading the rest of the Legion into Boulder City and blowing it up.
