Then the government decided to flood everything. You can still see remnants of old roads and other things, and apparently there are a few foundations left underneath the water. And if anyone did not know, Quabbin is Boston's drinking water.

Is there a good mod out there that adds more max caps to merchants? Using Tale of Two Wastelands, not sure if a new vegas one only affects New Vegas merchants.
