Seriously though I was talking with my friends today and we realized the only characters in Fallout 3 I actually remember are your Dad, Butch, and Three Dog, I do not remember anyone elses name
New Vegas is just exactly everything a modern Fallout game should be. Using the lore and world of the previous games and updating them nicely.
3 is just upsetting how much Bethesda didn't care about the world (Brotherhood as space marines, Encalve as nazis)
I really really sincerely hope they've learned and at least try and make a Fallout game on par with New Vegas.

I do like how they've changed the setting up too. They should have Fallout 4 back at the East Coast and another Fallout: Something (like New Vegas) which takes place in the West.
I think the inherent flaw with 3 is that it's not a western
the other games are all definitely sort of post apocalyptic westerns, with NCR acting as government, having lonely travellers drift from town to town collecting bounties hunting prey and solving problems
whereas 3 takes place in a savage tribal world
it was a little out there for Fallout

Serana wasn't bad, at least compared to what Bethesda's usual characters are. Everyone else was just plain ass boring. I cannot even remember any of the characters of Skyrim besides Ulfric, and only because he was involved in the politics.
Basically, Bethesda's writing talent is not very good. I really wish that they have Obsidian design the quests and stuff for Fallout 4 but that seems unlikely.

To be fair, the Enclave were pretty much Nazis in 2 as well. However, even they had redeemable characters, especially the Remnants you meet in New Vegas.
I honestly liked Fallout 3's world better: it felt a hell of a lot more like an apocalypse had happened. The stakes were much higher too. Rather then fighting for the ownership of a strip of land, you were fighting for human survival in the region. Everything was on the edge of a knife because the Capitol Wasteland was so lawless and brutal that, if you failed, civilization in its entirety in the whole region would fail.
The changes to existing lore, however, were big no-nos to me. If they had just left out the contrived bullshit with the Super Mutants, the Brotherhood, and the Enclave and focused on more original ideas then 3 would have been great and still fit in the lore (I could believe that some parts of the Wasteland, like the Capitol, are worse off than others) but those 3 things I listed are iconic to Fallout and are on all the promotional shit. Bethesda needed to show they were making a Fallout game, which is the reason I feel a lot of that stuff made a return, because it was iconic to the series.
All this talk of Skyrim and Fallout makes me want a crossover mod for either game. I know lots of people are sticklers for accuracy or whatever, but that sounds so fun that I wouldn't even give a fuck. I'd love to clear tombs with a BB gun, or shout away Deathclaws.

Y'see, this is where opinions come into play, because for me, Fallout 3 felt so chaotic and savage it was too out there for a Fallout game, which usually presents the world as semi-socialized
I by no means hate Fallout 3. I've played it to completion about 5 tiems, as a game, it's really fun, but I do dislike the world it takes place in, and compared to New Vegas, it is without a doubt inferior
(people who try to claim 3 is better are weird)

Someone else requested Ozone Baby, and I just plopped in Dancing Days so there would be more than one Zeppelin track in there. More isn't a bad idea, any specific song you have in mind or should I just wing it?

That's a big understatement. Enclave in 3 were care bears compared to FO2 Enclave. FO3 Enclave just tried to drum up support with their eyebots before poisoning the water supply. 2's Enclave was actively wiping out settlements and experimenting on villagers to produce a form of FEV that kills all mutated life and release it into the jet stream to cleanse the world for re-population with pure humans.
