The NCR is too thinly stretched to protect the Mojave from legion scouting parties, let alone fund a proper construction effort. Back in the 'mainland', as it were, new buildings are built properly and old ones restored with fresh material, but in the Mojave every last pebble of Limestone coming out of Sloan goes to bunkers up and down the Colorado + reinforcing Hoover.
You can see evidence of the NCR building things 'properly' around Camp McCarran, back when they had the money to spare to do such things. Those walls are definitely NOT built out of random billboards. Same goes for the Crimson Caravan outpost. Postwar construction made 'properly'. So it's not like the NCR just shrugged and used random junk because they couldn't be bothered, it's because they're pouring so much into the war effort they can't afford to do civil engineering.
As for the Strip's hideous junk walls? House paid the hobos and tribals living in Vegas to build those. Said hobos/tribals either didn't know how or simply couldn't build them out of fresh materials so they used whatever they had lying around.

Bear in mind House only really focuses all his work on The Strip, as it's his main source of income. Since the rest of New Vegas isn't netting him a profit, he sees no reason to renovate the entire place. (This is pretty damn clear with Freeside since for somewhere so close to the luxurious strip, it's a massive, overpopulated, thug-ridden slum.)
I had really hoped you could fly to Shady Sands to get a medal from the President in Mew Vegas. It would have neat to see how far the NCR had advanced by showing what was once a small scavenger town to a massive metropolis that is the center of power in California but as some have said, Gamebryo.

Kind of a bit of a bad comparison, but think sort of like Iraq/Afghanistan and Mainland USA? Is that what you're kind of trying to say? Or am I sorta going a bit over what your synopsis is?

What I'm saying is that the NCR can't afford to build civilian buildings out of fresh materials and House didn't give a shit as long as the walls held. :v:
For those of you who want a more urbanized Fallout New Vegas experience, I seriously recommend [url=http://newvegas.nexusmods.com/mods/48126//?]Better New Vegas[/url]. It by no means makes New Vegas a sprawling urban environment, but it builds up a lot of the towns outside of Vegas, and adds a ton of detail to the emptiness in the wasteland around New Vegas. Combined with NVInterior Project, it adds a ton to the feel of an actual city.

I could never get into Tactics, it just felt... Different.

Have everyone specialised in something different, grab [I]every piece of loot[/I], have one person with high barter do all the shopping.

yes, espeacially since the GECK contains concrete recipes along with some other nifty stuff, and vault 21 was (i think) one of the very few vaults that survived 100% intact till house showed up

That's what I feel whenever I play any of the 2D games. They're great but the combat system puts me to sleep. I can't get myself to play 'em.

I Love Fallout 1&2 I grew up with them. Now in saying that yes fuck yes the combat can get boring. Every time I play them now I want to play Fallout 3 or New Vegas and Fallout Tactics combat is real-time but that just makes it worst you die quicker and if your guns out of ammo the only way your really going to know is because your guys aren't shooting any more and the only reason most people play with the real time is stop the fucking long turn base that Fallout 1&2 had when your fighting 10 or more guys.

Wait, it's possible to not have enough money in Tactics? Just grab everything you can get your hands on and pawn it to the quartermaster back at the bunker.
Also, try cracking open the editor that comes with the game and bumping the weapon damage- the game gets way more fun when you don't have to plink away at someone with an AK for a few turns to take 'em out.
Playing Fallout: New Vegas. It's hard to decide what path to take towards the ending.

[sp]So far I've upgraded the Securitron army and killed Mr. House, Yes Man is still standing outside The Tops and I have the Platinum Chip in my posession[/sp]

Really, that's right before the point where many of the choices occur in the game. Make a hard save there, that way you can see all of the different outcomes.

I figured as much, that's why I saved just then.
I guess I'm cool no matter what I do then.
I'm pretty sure you can [sp]install Yes Man[/sp] and the NCR won't get pissed off, as long as you don't tell him that you met all the groups he asked you to ('cause that kicks off the quest with the power substation, which is pretty much the start of the endgame). Just make a save like the dude above said and try out all the choices you want to see the outcomes of.
