Always agility 10 (10 AP is absolutely invaluable in combat, and you can get up to 12 AP + two movement AP with the right perks. Agility also gives a boost to all shooty weapon skills, armor class, sneak, steal, throwing, traps and unarmed) and high int (extra skill points, dialogue options). Strength over 6 is pretty useless (unless you're going 100% melee) as power armor will buff it by two points anyway. Charisma increases party size and gives dialogue options but you'll usually do good enough with speech. Unless going for a Jinxed build don't level Luck. Perception is good for ranged weapons (obviously) but otherwise you don't really need it. Endurance is pretty useless as Strength gives extra HP as well.
I personally always tag Small Guns, Speech and Steal but First Aid can be pretty useful between encounters
Small Guns as they are the most common weapons and you'll be using them throughout the entire game, Speech as it's just an incredibly important skill in the old games, and Steal as you can get a shitton of good stuff just by pickpocketing a couple guards.
It usually isn't worth it leveling skills over 200%.
[I]Always[/I] take the Gifted trait. The advantages vastly outweigh the disadvantages, it's practically overpowered.
I'd suggest not to take Bloody Mess no matter how funny it may seem, it makes combat more tedious as critical hits aren't impressive anymore and everyone dies with the same animation. It gives and alternate ending for Fallout 1 though.

For Tactics, a squad with a small guns centric build is incredibly useful. I've seen guides saying to level up melee and big guns, but I have yet to see a reason that melee would be more useful than small guns ever. Big guns take a while to get to, but once you get to them they can do massive damage. That being said, I don't believe it'd be worth it to gimp yourself in the early game by building from the start; get a squad mate later on who's tagged into it if you want to use them. Getting stealth up a bit is very useful on your snipers, but you don't have to get it far. Any closer-end characters will need to jack it up for full effect, though. Personally, the only non-small guns/stealth skill I used on my squad was Mother, my [sp]Deathclaw. Yes you can get Deathclaws as squad mates, it takes a while and requires you to complete a specific mission a certain way. As you can imagine, guns are a little hard them to use. One of her tags was throwing, which proved useful[/sp].
Combat skills are 100% centric to any build. You want to always have at least one combat skill tagged on your primary character, because most of the other skills like science are not going to come into play much. First aid/doctor and stealth are an exception, as are outdoorsman and driving somewhat. Gambling can technically be useful if you plan on gambling for gear from the quartermasters, but I don't personally use it.
Despite is being a combat-centric game, Charisma can be very useful. It controls how fast you go up ranks, which controls what recruits you have access to. Some particularly useful perks are only available to those with high Charisma stats, as well. Otherwise, Agility and Perception are the two big ones. 9 AP is what I aim for, 1 aimed shot plus 1 non-aimed shot for most small guns. Perception limits your maximum effective range with weapons. Any shot past your effective range has a dramatically reduced chance to hit. A lot of maps have both big areas and smaller areas, so instead of dumping Stitch, the starting medic, I just give him a double-barrel shotgun or a burst-able shotgun and deal with the long range stuff myself. I also jack his stealth way up, because point-blank shotgun burst are reallly satisfying.
By the way, you are going to find a [i]lot[/i] of loot. Strength is not a bad choice, and you need about a 6 for most of the bigger small guns anyway. Intelligence is still important, but so is Luck if you want to score crits everywhere. Endurance can suffer a bit if you're careful with squad placement. I highly suggest taking Gifted, - I think it's called, the one that lowers skills but increases all stats by 1 - the extra 7 points are a Godsend and the lost skills can be easily made up.

So I went to talk to Boone for the first time. He told me to fuck off, as I was an enemy of the NCR. (Shunned by most NCR men at this point). Still, I wanted to do his first quest.
So I changed into my legion armour and suddenly he's all ears.
I never Imagined somone would atually do something like this. It even has an entire questline.

While we're talking about AI, what I'd really like is an AI that flees when they say they give in (I'm pretty sure some of them do in Fallout; maybe I've played too much Skyrim.) and don't turn hostile again after a short period of time, and an AI that does more than just rush you.
The other day I was playing and realized how much better it would make the game if there were characters that had more diverse actions like the player. What if there were characters that tried to pickpocket you? (Granted that would be fucking annoying, so that would have to be carefully implemented) What if there were characters that set up ambushes? What if there were characters that tried to sneak-crit you, or actually snipe you, or that were passive until you turned your back?
The game would really benefit from more diverse AI, I think.

I believe in the first two Fallout games kids could pickpocket you.
For some reason i always play Fallout new vegas around chrismas.
Maybe it's just me but I feel like energy weapons should do more damage

They do need to be more powerful, but the trade off should be increased rarity. I imagine energy weapons weren't exactly common with the average citizen. With real world physics, energy weapons would be so fucking OP it would be ridiculous. Blooming would make laser weapons less burn and more explode your enemy's innards all over the wall, while the EM radiation emitted by the cloud of plasma right next to him would set off every pain receptor in his body.
A bullet is going to pass through you, and you'd bleed to death, a high energy laser beam would turn you inside out while your last moments before your brain shuts down would be in complete agony from the pain.

Tbh, I wish someone could come out with like the system shock 2 of AI and just blow everyone away with the most complex AI ever seen. It would be like they're playing with real people, but they're just really good bots. I think I'd take that over shiny new graphics capabilities.

Too fucking true; the march for photorealism needs to take a SERIOUS backseat during this generation or at least the next, so that all that power and system requirement is for simulating loads of things and complex AI rather than just "oooh particle effects" and excessive polygons. Texture quality can stay as a frontier to keep pushing, since no matter how smooth the world objects are, if your textures are blurry the game looks like arse on Japanese porn sites.
