The soft limit isn't there, though, assuming all 250 or so mods are compatible with each other and aren't full of game crashing bugs you can run right up to the limit. You may still experience crashing after a couple hours as the game engine runs out of memory it can address, but then again the game does that purely vanilla from time to time anyway, and Skyrim's pretty good about managing that as long as it isn't too heavily modded. I got to level 43 or 44 with only about three or four crashes running ~40-ish plugins. NV at that plugin count crashes every other level.
I got too excited and went and installed the FOOK / PN / WMXUE / WME / EVE patch after getting Increased Wasteland Spawns I totally forgot how brutal Primm becomes if you don't have a lot of stimpacks or guns with IWS.
I remember when I got done with my first play through of NV, I found this one zombie mod, not sure where. But it was awesome at first, then it got really fucking scary when I got to Primm and people where shooting up zombies and when the people died THEY FUCKING TURNED INTO ONE. Im like when did this shit happen? So in a matter of an hr after I got there the whole town was pretty much a fucking zombie. Pretty good mod, besides them sounding like Gouls.

I don't remember if I've ever mentioned this but I find it amusing that the bombs fell during my birthday.

completed old world blues, I've probably done a estimate of 70% of the quests in the wasteland too. Which dlc should I do next? I'm able to do the end game quest and I've killed Caeser.

The Lonesome Road is so end-game that it should be played after the original ending of the game. The problem is that you can't do that without mods. The final decisions you make in that add-on are somewhat more important than[sp]the second battle of Hoover Dam[/sp]itself and the fact that you can reset your reputation with[sp]both the NCR and Legion[/sp]after literally[sp]sending nuclear missiles at them[/sp](if you go to the Divide before[sp]visiting Mr. House[/sp]) is ridiculous.
Is there a mod that even lets you play after the ending that isn't incredibly buggy? I remember one shortly after release but never bothered because of the sheer amount of comments from people talking about how much it broke.

Kinda wish they ever add Steam cards for it just for the potential backgrounds.

In a more refined system, perhaps have it so if there are any witnesses who escape, they may eventually reach others of their group and negatively affect their faction relation with you; eventually the deeds are relayed over time to the appropriate members of the faction depending on their "connectivity" and the severity of your deeds. It could also work in reverse for positive actions, wherein passers-by hear gossip and spread gossip so that your fame/infamy spreads organically by word of mouth. All in all it would take time for knowledge of your deeds to spread throughout the wasteland, and you'd be able to prevent word of your bad deeds taking place if you eliminate witnesses and remove evidence, which in turn would make it feel more organic. At least in terms of killing a group out in the wilds, that is; cleaning up evidence in town would be trickier.
