The only other way to try to balance them besides making each individual shot very weak is to make them horrendously inaccurate...which only encourages players to get even closer before spraying the entire mag. It's not really a bug in the engine, though. It's more how the combat system is designed. If the combat systems were better automatics wouldn't have to be so laughably weak/inaccurate on a single-shot basis.

So I got some damage intensifying mod for Fallout 3 which makes all weapons more deadly, when used against NPCs and when used against the player. At the same time I had the spawn increasing mod, which means it was a firework fest of bullets that would drop anything quickly. There was this one faggot Mutant Overlord with a missile launcher that rained hell upon me. The explosions kept smacking me around like a fucking bouncing pinball, launching me up into the sky and off the screen. I also took like 2-4 bars of damage from those so I just limped behind a bus stop and healed up and blew it's head off. So I decided, hey, this is pretty neat, [i]let's start a new game![/i]. Biggest mistake ever. 1 freaking assault rifle bullet to the chest drops me onto the floor like a wet towel. This was after encountering 10 raiders in front of the Supadupa store and getting atomized by them, meaning the spawn increaser was active. After disabling it, things got a bit more easy. Still gotta get past 2 muties, 1 with a minigun and 1 with an assault rifle. This won't end well.

Upgraded my minigun Mk II fully, now it rips the shit out of practically everything except multiple deathclaws (inaugural testing in the AWOP underground Skeleton Crew lair). Only problem is i'm still in combat armor (Mk II, but still), so relying on chems most of the time when things get heavy.

If worse comes to worst they could hook up a load of bikes to a generator and pay people to cycle all day.
