Low yield warheads + hardened building construction = what you see. There's no doubt in my mind that buildings in the Fallout universe were constructed FAR more substantially than they are in real life because of how long the nuclear scare existed. They had 150-odd years to perfect it, and they most likely did. That, combined with the fact that all parties involved were using low yield tactical warheads, would make what we see plausible.
That, and Fallout runs on 50's logic/science/philosophy/everything else. Everything in the 50's was already built to withstand being thrown into the sun anyways, multiply that by 150 years more or less of perfection and chances are, direct hit from a nuclear bomb will destroy one building and knock over the chairs in the next one.
Then explain why in FO1 50% of california is dust and rubble.

It doesn't really make sense how enslaving Raiders in Fallout 3 still brings you bad karma.

While true to an extent, the author could have taken it further in true Obsidian fashion and implemented alternate methods to escape confrontation. There's any number of skill checks or perk checks he could have used for the player to intimidate them off or talk their way out of it. Hell, they could have even implemented a black widow style check where you go off willingly with them instead of just getting flat out raped or killed as your only options.

I'm fairly sure the Black Widow option would end with them all getting their throats cut.

I doubt that ever occurred to them TBH. They likely only put that module in because some people get off on that sort of thing and didn't even realize how legionaries would actually do that.

You say it as though the people who make this sort of stuff view it as anything else but SEX SEX SEX.
They aren't really intending to seamlessly implement it into the vanilla content with various Obsidian-level methods to solve the situation, it's just going to be nothing but SEX SEX SEX.

Also the whole misogyny backlash would be terrible even if rape is implemented in a smart and realistic way.
